The League of Nations Secretariat: An Experiment in Liberal Internationalism?

This article considers to what extent and in which ways the League of Nations Secretariat may be considered a liberal internationalist actor. Based on a brief conceptual exploration of the concept of liberal internationalism and with inspiration from Public Administration Theory, it explores three key areas of the Secretariat’s work: The Secretary-General’s activities, disarmament and health. The article concludes that, perhaps, counterintuitively, the League Secretariat was not predominantly operating according to a pure liberal internationalist axiom and that it was a much more ideologically diverse and complex phenomenon than what can be gleaned from the rhetoric of its founders.
