Media Regionalization in Eastern Europe

The policy tools involving investment obligations for global streaming services in East-Central Europe are less explored than those employed by Western, more mature, markets. I analyse how such investment obligations are taking shape in two “peripheral countries'', Croatia and Poland, relying upon semi-structured interviews with film funds representatives, as well as examination of national legislation and policy. We ask two questions: Whether and, if so, how, Croatia and Poland are in disadvantaged position when compared to larger, Western European, markets? Can the new VoD-targeted policies, developed as a collaboration of multiple stakeholder groups, to some extent empower the two industries?
